Sean Madden is Senior Manager, Policy & Planning at Building Ontario Fund (BOF), where he leads policy development and strategic planning activities in support of BOF’s investment mandate. As BOF’s principal day-to-day interface with the Ministry of Finance and other provincial Ministries, he works closely with government partners to advance key initiatives, provide policy advice, and support the implementation of priority programs, including the Indigenous Opportunities Financing Program. With a career spanning government, higher education, industry associations, and public policy organizations, Sean has built deep expertise in policy development, financial analysis, strategic planning, and stakeholder relations. He brings a collaborative approach to navigating complex public sector issues and fostering strong partnerships across government and industry.
